Recorded crime depends on reporting practices, police recording systems, geographic boundaries and the period being measured. A lower figure in one category does not establish that every neighborhood, time of day or traveler faces the same risk.
When comparing cities, use like-for-like measures whenever possible. Municipality data should not be directly ranked against metro-area data or a different reporting definition without adjustment.
