When to use it

Use when you need an authoritative inventory of Windows hardware/system configuration before changing drivers or comparing a failing machine with its expected setup.

When not to use it

MSINFO32 is diagnostic, not a repair. Microsoft notes that Safe Mode limits the hardware information it can report and running as administrator improves driver/service reporting.
