Overview
International Day of Persons with Disabilities is the United Nations observance held on 3 December to promote the rights, well-being, inclusion and participation of persons with disabilities in all areas of society and development.
The day is not simply about raising awareness of disability. A rights-based approach asks whether environments, services, information and decision-making processes are accessible and whether persons with disabilities can participate as equal partners.
Why it matters
Disability inclusion concerns access, autonomy, participation and equal rights. Barriers can be physical, digital, institutional, communication-based or attitudinal, and removing them often improves systems for many people.
Respectful observance should avoid pity-based storytelling and should follow the language preferences of the people and communities involved. Disabled people and persons with disabilities are not a single group with one preferred description.
History
The annual observance was proclaimed by the United Nations General Assembly on 14 October 1992 through resolution A/RES/47/3 under the title International Day of Disabled Persons, with 3 December designated as the annual date.
On 18 December 2007, General Assembly resolution A/RES/62/127 formally changed the title to International Day of Persons with Disabilities. The date remained 3 December.
The Convention on the Rights of Persons with Disabilities, adopted in 2006, strengthened the international rights framework around disability inclusion, accessibility and participation.
