A United Nations note from 2003 states that the idea of an international day to commend public service was first proposed by the Committee of Experts on Public Administration. In the General Assembly process, Second Committee draft A/C.2/57/L.39 was submitted by Venezuela on behalf of the Group of 77 and China and proposed designating 23 June.

On 20 December 2002, the UN General Assembly adopted resolution 57/277 designating 23 June as United Nations Public Service Day.

The Day was inaugurated and marked for the first time on 23 June 2003 at United Nations Headquarters. The United Nations Public Service Awards programme also began in 2003.
