What it means in this context

Google Chrome Help states that ERR_NETWORK_CHANGED appears when the device disconnects from the network or connects to a new network while loading the page. Wi-Fi roaming, adapter switching, VPN changes or unstable connectivity can therefore matter more than browser cache.
