VPN connected but no Internet in Windows 11: separate tunnel policy from Windows networking

Compare the connection with and without the VPN, preserve organization policy, and avoid network reset until the failure is proven to be Windows-wide.

Do this first

If policy allows, disconnect the VPN briefly and test the same destination.
Confirm ordinary Internet access works before reconnecting the VPN.
Record whether every site fails or only a particular service/domain.
On a work/school VPN, do not remove profiles or security software without administrator guidance.

What this problem usually means

A VPN can intentionally change routes, DNS and filtering. Microsoft’s Edge troubleshooting specifically advises checking a VPN when connectivity/download errors appear, while Windows proxy guidance distinguishes VPN configuration from proxy configuration. The useful first question is whether the failure follows the tunnel.

Update or reconnect the VPN client/profile before resetting Windows
